Click the orb-control panel-Programs and features-upper left corner under tasks- Click view installed updates, it takes a little time to populate.
Under Microsoft Windows it should show what IE version you have.
As for your other problem, I haven't a clue.
When I loaded IE9, I went to Microsoft.com. The IE9 download pops up. Once you hit download , it asks for version either 32 or 64 bit. I clicked my version and it loaded with no trouble.

Hope that helps.

To determine which version of Internet Explorer you have, open IE, then click on "Help" in the upper left, choose "About Internet Explorer". It will tell you your version number.

As to installing IE9, clicking on the link below should take you to the Vista 32bit download page for the full, offline installer for IE9. (If you're using the 64 bit version of Vista, the download link is at the bottom of the page.) Download the file to your desktop.

Many of the downloads are the bootstrap installer which require you to be online during the installation. Any glitches online can cause issues.. The full, offline installer above doesn't require such.

And before installing IE9 from the file above, be sure to clean out all Temp files and Temporary Internet Files.. If you haven't scanned the computer for malware, please download the free removal tool from the link below, install it, update it, then run a full system scan and delete anything it finds.

Malwarebytes Antimalware

When that's done, RIGHT click on the IE9 installation file, choose "Run as administrator", then run it.

Hope this helps.
